Anyone from Romania without an Individual Tax Identification Number (ITIN) is subject to 30% tax withholding up front. You can apply for an ITIN in the payout office. While the process takes 7-10 weeks, you will be given a receipt on site which will exempt you from the withholding.

Romania is not on the list of countries whose tax treaty with the United States exempts gambling winnings. From IRS Publication 515:

Tax treaties. Gambling income of residents (as defined by treaty) of the following foreign countries is not taxable by the United States: Austria, Belgium, Bulgaria, Czech Republic, Denmark, Finland, France, Germany, Hungary, Iceland, Ireland, Italy, Japan, Latvia, Lithuania, Luxembourg, Netherlands, Russia, Slovak Republic, Slovenia, South Africa, Spain, Sweden, Tunisia, Turkey, Ukraine, and the United Kingdom.
You are out of luck, and 30% of any winnings will be withheld and you can't get the money back from the casino or the IRS. (There's no reason to apply for an ITIN.) If your income is subject to income tax in Romania, you likely can claim a tax credit for any tax paid in the US on your Romanian income tax return.
